Network Management Poligy

1. Purpose

This Network Management Policy outlines how Susquehanna Broadband, LLC manages its broadband network to provide high-quality, reliable internet service while ensuring fairness, security, and compliance with regulatory requirements.

2. Overview

Our goal is to deliver a consistent and reliable internet experience to all users. To achieve this, we use reasonable and non-discriminatory network management practices designed to:

  • Mitigate congestion,
  • Ensure security and integrity,
  • Optimize performance,
  • Prevent unlawful activity and abuse.

3. Network Management Practices

3.1 Congestion Management

  • Susquehanna Broadband, LLC does not currently impose usage-based throttling or prioritize traffic based on application or content.
  • During times of high network traffic, we may implement temporary, automated measures to manage congestion, such as queuing or prioritization by service class (e.g., VoIP may take precedence over bulk file downloads).
  • These measures are protocol-agnostic and user-neutral.

3.2 Application-Specific Management

  • We do not block or throttle lawful applications, protocols, or services.
  • Certain applications that consume high bandwidth (e.g., peer-to-peer sharing) may be subject to optimization during peak usage to preserve overall network performance.

3.3 Device Attachment Rules

  • Customers may attach any FCC-compliant device to our network, provided it does not harm the network or violate our Terms of Service.
  • Devices must not disrupt service, introduce security risks, or engage in malicious activity.

3.4 Security Measures

To protect the network and customers:

  • We employ industry-standard firewalls, intrusion detection systems, and anti-DDoS measures.
  • Malicious traffic, including spam, viruses, and denial-of-service attacks, may be blocked or limited.
  • Ports commonly used for abuse (e.g., SMTP 25) may be restricted by default, with exceptions granted by request.

4. Performance Characteristics

  • Speed and Latency: Actual speeds may vary due to network congestion, customer equipment, or external factors.
  • Service Tiers: Susquehanna Broadband, LLC offers multiple speed tiers. Performance expectations are published on our website and in service agreements.
  • Technology: Our network is built on a combination of fiber and fixed wireless technologies depending on the service area.

5. Commercial Terms

  • Data Caps: At present, no data caps are enforced. Customers will be notified in advance if a cap or usage threshold policy is introduced.
  • Traffic Prioritization: We do not sell prioritization or paid fast lanes. All traffic is treated equally, subject only to reasonable network management.
  • Affiliated Content: We do not currently offer content or services that receive preferential treatment.

6. Customer Responsibilities

Customers are expected to:

  • Use the network in compliance with all applicable laws and our Acceptable Use Policy.
  • Maintain security on their end devices and networks.
  • Avoid using services in a way that causes harm or undue strain on the network.

7. Transparency and Changes

  • This policy is published on our website and available upon request.
  • We will notify customers of significant changes to this policy at least 30 days in advance.
